This is based on the title panel from the story ``Cosmo's Ordeal'', in Cosmo Cat #7, which you can see on https://comicbookplus.com/?dlid=77825 page 3. The story ... doesn't really portray Cosmo in a good light, which is a curious choice.

Original art by Ellis Chambers, apparently, despite not having the excess of detail lines to make everything look rubbery. Maybe I'll re-draw it.
