This is more of the villainous Hew.
The scene goes where he has her as a captive and perhaps previously he tried to get close and she bit him. (Noir is pretty feral. In some stories she's a genetic experiment and spent most of her childhood in a cell.)
So when Hew tried again to get close and she again goes for him, he takes his belt and ties her mouth. It's clearly against her will.
He would smirk "Perhaps you wont bite next time."
And Noir would just groan, staring daggers at him.
