Well, who's this interesting-looking colorful fellow? That's Rainbow Man, villain of the second story in Cosmo Cat #6. You can see the original art I'm copying here at https://comicbookplus.com/?dlid=79150 page 10. He figures to do a color-themed crime spree and, must be said, fails badly. Ah well.

I believe the original art is Ellis Chambers, but he doesn't seem to be credited in the book.
