You mean the one that’s third from the left? That’s a (modified) Pantheon soldier, one of the basic grunt enemies from Mega Man Zero. They’re the foot soldiers of Neo Arcadia, barely-intelligent knockoff Mega Man X shells.

The Zero series doesn’t get much love, weirdly, but the character design from that era is really neat, in my opinion. The Pantheons really pull off the creepy puppet soldier vibe well.

Is that one Victory Vixen talking with some kind of anti-hero? That's neat if she is, one of them vigilantes who will be brutal with criminals rather than just beat-up and capture.
