Definitely not out of the question. Dragons might be highly skilled at hollowing out and building rooms in soft rock. I don't think their cities would look quite as human, but they would use crystal (like quartz) for windows and sources of light. With human cooperation and help, dragons might well learn to engineer structures like you show in your painting.
