This was part of the story of the Caer in New Jersey that Sue Deer had on her website comics. These guys were the resident cats of Caer Carnivore, and they were always hanging around the stairway that went 3 floors through the middle of the house, giving them a nice view. Calamity Jane likes to drape through the posts, while her sister Belle Star would just poke her head out. Flynx is temped to play with Calamity's wiggling tail, and Deiseal is actually sitting on the wrong side of the banister (small but brave cat).
