Yes Niko is a shape shifter by nature and also has a curse on him so magic that forces him into new forms wears off or can be reversed when he wishes but what ever he was forced into as a new form becomes part of him he can willingly turn back into. The curse was instated by a friend of Kiran's. The curse also prevents Niko from death of un natural causes so being turned into a pool toy or balloon he can face but he can't burst or be popped .
