Cost can be relative. For the twin's family, the party is likely a hefty chunk of change, or at the very least more than they'd be able to reasonably afford. For Cleo, this was likely a drop in the bucket. So something of a compromise; something that would likely be expensive to Kaya, but fairly modest (or even comparatively cheap) for Cleo. And as been established, while Cleo understands Kaya's thoughts on it, to Cleo, she's not spending the money to make and keep "friends", she's spending it because she feels its worth it for her real friends.
It makes an interesting ongoing dynamic between the two really on how their social statuses differ, where personal pride lands for each of them, and just their general sensibilities.
