Yes indeed. That is exactly what I do. The paper is also a key element for rendering in colour pencils. Get a smooth, "Hot Press" Bristol board to start with, then you can build up the colour layers without that "Wax Crayon" build up look. It also helps to use colourless blender pencils and markers.
They're usually made of wax, but some are made from soy beans.
