Note this all fictional and just part of Lapiz's backstory:

One of the many baddies Lapiz would tango with during the shows run. Even got to be a real main baddie in one special or two. A super genius who is often inconvenienced (painfully) by his own hubris making his first appearance in the second part of the first episode with building a WMD with the unfortunate requirement of a laloony to power the weapon. Luckily, or (unluckily) Lapiz happend to be conveniently spotted and taken onto the ship where the chaos and hijinx would ensue. The next few points of his apperannce would occasionally have him coming back time and time again for revenge only for it to blow back in his face.

Here is now meeting with Lapiz again long after the shows run. Not much of a maniac these days, but still not exactly someone Lapiz would call a best friend either.
