So, as much as Billy thinks of his bell collar wearing, almost well behaved gator as a harmless pet, Swampy actually is a maneater. Billy was there when his pet tore off someone's hand and promptly ate it, but that was the guy's fault for trying to steal the reptile's lunch (his dog). Then when the sketchy totally not fake film crew borrowed Swampy for a documentary that somehow never aired, Billy did not investigate any further even though his pet always returned extremely well fed.
There are a few options how the guy in panel one ended up getting the view in panel 2 as a last sight. Maybe he broke into Billy's property while Swampy was awake and hungry, or he was just someone picnicking by the river when the gator invited himself to join in. (Remember Swampy's chicken wire enclosure is both a placebo and open towards he water so if Billy is gone for a few days and no one walks Swampy through stray infested streets to keep him fed, he returns to doing what a half ton reptile would do to feed itself.
Either way, this guy has a stomach and a bucket in his near future. By the time Billy might get a look at him he could just as well have been a dog, a bunch of chickens or some fish.
