This is Rouge-Claw's and Tsnuno's Synchronization: Rose Claws and Partial Pom Poms.
With the Rose Claws, Rouge can slash his enemies and cause petals to bloom from within and damage his foes from the inside where he slashes them while Tsnuno uses her pom poms to pump her sycrinized partner up and and boost they're power and she can even shoot them to cause massive perpetual damage to her foes by scattering them into the air or shooting them on her foes for even more damage which she can use to drain they're health and heal herself and Rouge-Claw. Normally though, Rouge-Claw would never partner with Tsnuno since she tends to be very controlling and uh, "big boned" in comparison to his usual partner....
