Rule 12 in the Facility states that any individual found non-complaint or disrupted to the daily routine (but hasn't harmed or damaged any object or member) is jacketed and collared with a monitoring device. Any loud vocalization from the wearer increased the time on the sentencing, which is visible on the device and incentivize compliance. Other Facility inhabitants are subject to discipline the individual however fit, as long as it doesn't break any other Facility Rules.
Misty however finds herself breaking Rule 12 so often it become a little game for her two cell mates.
