Yes, the 'noir' part is deliberate; she's a private investigator, and affects a noir style mostly because it lets her get away with wearing a trenchcoat so she's not showing off her true form much. (She's a kitsune shapeshifter, but her true form always shows up in mirrors, so hiding most of her body makes it less likely people will accidentally notice a reflection showing that she's really a kitsune.)
