There are two intern-related achievements: The first one involves sabotaging enough stuff to get 50 interns dispatched to repair them. Though there's no achievement associated with it, the current record for most interns dispatched on repair jobs at once is 14, which is a lot harder than it sounds.
The second achievement involves getting a total of 20 interns dispatched to fix broken equipment, but then repairing them yourself before they arrive. If you hang around when the interns reach said equipment, you'll be rewarded with lines like "Yep, my mere presence is enough. I am a god of technology!" and "That's right, you knew what would happen if you weren't working by the time I got here."
A related achievement is done by taking the "Master of Disguise" perk so you can disguise yourself as an intern and repairing 15 broken systems yourself, whether you caused it or not. If you fix a broken piece of equipment while disguised as an intern before an intern arrives to fix it, you'll be treated to responses ranging from appreciative ("Dude, I was dreading fixing that! I owe you a beer!") to indignant ("Hey! That job was assigned to me! Stop poaching my quota points!") (incidentally, this is the only way you will actually engage in combat with an intern, and they are actually a lot stronger than you'd think).
From a tactics point of view, mooks tend to be more inattentive when around interns. Narratively, it's suggested that interns have a "normalizing" effect on mooks. If an intern is around, there's no trouble nearby, and it encourages mooks to be lax. Getting interns dispatched on simple jobs like fixing a vending machine or cleaning up a mess can calm down a group of jumpy mooks, or begin one yourself if you have the "Master of Disguise" perk can deflect a lot of suspicion.

Keep in mind that since interns are noncombatants, killing them will incur significant penalties if you harm their underpaid necks!
Moreover they tend to just panic and run around or cower in corners if the alarm is raised, and they can block your line of fire or be very distracting in the heat of combat, or even be an obstacle to stealth approaches.

00319 certainly knew to flee when an intruder was sighted! And their flailing arms and eeeeee-ing voices do a good job alerting the Guards, and worse the Enforcers, that you are around! And the Enforcers dont like their lil buddies being scared or potentially injured.
