Kira_Swiftpaw. This is based off the anime Outlaw Star, I've never seen it but Kira kindly provided lots of images and short clips for reference and I tried to get the look and feel of the anime as best I could. I hope it worked! XD

technically the only reason they need to take a bit of the user's life force is because natural mana has decreased over the generations, I bet if they could find a new source of natural mana the bullets would work normally...damn that would have been a good storyline for a second season...
I think it captures the look and feel of the show quite well, I grew up with it, right beside Dragon ball Z and sailor moon.
-I remember watching this anime back in the early 2000's on Toonami. Gene Starwind carried the Caster Blaster, which power varied depending on the shell, they all was numbered, the lower the number the more powerful the blast. The #1 shell being the most powerful and in the entire series James could only find one of these things. James was a kid, properly hasn't hit puberty but was knowledgeable about electronic systems and repairs, and often was the one to source out supplies. Looking back, I find it odd that out of the entire team they would sent a kid down to places that make a ghetto look like a nice neighborhood to get stuff.. but a good show non the less
