Often times when war breaks out your on a timer, that timer being how many bodies can you throw at it till it stops- so what do you do when your in a seemingly endless war and running out of meat? You create it.

The process of natural reproduction is... too slow for what an army demands, thus it needs to be circumvented, industrialized, you need factories that can produce soldiers as any other toy of war. You need a lot to create a person but once you make the systems to produce life you can modify said life, put parts in them at gestation so the immune system doesn't reject them, you can make them stronger and better than any normal solider ever could be, I guess that's why when the last normal soldier died they where quickly forgotten.
