I think it's more like a sculpting technique. You make color blobs, but you have the leave the parts you want to catch light and darken around it. The actual painting is done over a pencil sketch and the pen goes on last to add contrast to areas that are too small for the paintbrush.
It's the opposite of pen drawing, where you mark the areas that you want.
