It should belong to "Pokemon". there are so called "Fakemon" - this is one of them ^^ the idea was from "2D75"(at deviantart). I just colored it, placed shadows etc. ya can find the original artwork at the link over there ^^
I don't know the type, because it should be an "eeveelution" of Eevee - Type unknown...haste could be a quick type so I would guess Normal with all attributes -> It can learn every attack from the other eeveelutions ^^ or something like that ^^'
