The Thing with Surge is... You can't blame her to be the way she is currently.
She got kidnapped, robbed of her memories and went through multpiple painful experiments...
And even after Dr. Starline's fall.. she's still mentally chained and tortured.
Kagen can totally relate to her feelings and gives her a place, where she can feel safe and sound.
And obviously... It helps her getting a bit softer and feeling better, even if she reacts like a tsundere xD
