Well, of course the answer is clear, Ark knows that Cobb loves him from the bottom of his heart and would want to be with him for the rest of his life. That is not the problem here, the problem is that their decisions can bring great consequences for the tribe, generally love in political matters is fatal and deathly not only for these two, but for their people. That's what Cobb is concerned.
