Spiked collar and a leather jacket, so I imagine this avatar of Eternal perhaps being a lead singer in a heavy metal band, who is rather well known for his melancholic songs and frequently being bound as part of his acts. Maybe with some ladies whom might not have seen a bearded Koopa before if they ask nicely might be allowed to stroke the beard for themselves.

The pencilwork appearing as charcoal through the scan makes for a rather nice effect.

Drawing fur or hair realistic is very difficult^^;

It does also look very tedious. Repeating the same movement countless time and while taking into consideration the amount of details depending of the area.

This is a very interesting take! Whenever you see Bowser drawn with facial hair it's usually sideburns or some minimally placed beard, but this look works really well! I guess Eternal is way too fluffly for it to be any other way. I love it honestly!

It was a game of sorts perhaps, time and again that Bowser would capture Princess Peach and then Mario would rescue her, though on this occasion things were a little different. A slightly sinister air at first glance, though a charming demeanour and a King Koopa with a very impressive beard and dressed all in black, a rather courteous captor whom had rather cleverly but also quite obviously for her experienced eyes, left the way for her to free herself from her lavishly appointed cell.

Then when she'd been caught by him and he congratulated her on getting herself free and enquired if she'd ever had thoughts about giving a King Koopa a taste of his own medicine. So she was quite agreeable to binding him, showing some surprising expertise even as he gave a few hints and pointers. When he was bound securely and she had her curiosity and suspicions regarding his true identity, she used some gentle methods of persuasion, stroking his beard and under the chin until he was purring like a kitty cat.

Though Princess Peach wasn't quite sure what to make of this Eternal, she was quite amused to see Mario's disappointment when he found she'd rescued herself. Though they agreed to keep it between themselves, as she also assured Mario that while the King Koopa had a very fine beard, it still did not compare to his fine moustache.

Let’s see… assuming Eternal is a musician in this form (as per Lylithix’s suggestion), Ludwig might see him as something of a rival. Lemmy might be fairly neutral, but then he’s a bit eccentric. Roy might see him as cool, though whether that extends to liking or disliking him is unclear. Iggy might be impressed, if a bit on the fence. Wendy might be somewhat favourable towards him, perhaps even get some pleasure in seeing him tied up. Morton might be inclined to like him, not really sure. Can’t say for sure what Larry’s reaction would be. And if we count Bowser Jr, it depends how Eternal would get on with his father.
