Starfire, Supergirl and Harley Quinn decided to work together to neutralize Lena Luthor, the Ridler and Cheshire in San Francisco. In order to locate them in case of emergency, headmaster Amanda Waller gave them bracelets that conceal a mini GPS beacon.
Unfortunately, the mission didn't go well for the trio, who were incapacitated by an alien artifact that can stun individuals with superpowers and upon awakening had the unpleasant surprise of finding themselves securely bound/gagged in a cell in the abandoned Alcatraz prison.
Starfire can't free herself because of the inhibitor collar neutralizing her powers, Supergirl being bound by green kryptonite ropes taking away her powers while exposing her to deadly radiation, she is as vulnerable as an earthling and thus unable to free herself. As for Harley, having no superpowers, she was neutralized like a normal human, but the ropes were firmly attached to prevent her from freeing herself with a particular technique she used at the superheroes' high school.
