As one who draws footwear on his own OC's (because I can do so well enough that viewers can often recognize the real-life styles I use as reference), I tend to handwave the issue of claws (while having it 'known' in-universe that the vast majority of other furry OC's are full-time barefooters, not to mention digitigrade).
Where was I going with this...?
Oh right <clears throat>...
I would think that the issue of claws would be dealt with initially by simply taking them into account when measuring to determine a proper shoe size, picking a size that doesn't result in the claws being butted against the interior of the toe box. If anything, the tips of the claws usually curl downward and might be an issue for the front of the insoles. If the claw tips are pointed forward, the normal fastenings would tend to restrain the foot from cramming them against the front of the shoe (assuming it's sized to take them into account).
But maybe I'm overthinking stuff, my line of thought would gloss over one of the more obvious ways of depicting this society's adjustments to the hybrid phenomenon .
