Initially I wanted him to become a ghost without shackles. But sadly enough he is now forced to carry these shackles that symbolize the burden of his guilt. And, as Virmir stated, getting rid of those shackles won't be an easy thing, so Alastair is in for a long and bumpy ride towards forgiveness.
