Perhaps dreams are the brain making manifest one's innermost desires and thus Ardwin is repressing her inherent goodness to survive in a bleak dystopian world as best she can...and perhaps the Nine Actions culminate in cake and a back rub. For one as twisted as this Commissar-turned-Inquisitor, a source of terror would have to be similarly distorted.
