Most times when Winter collects souls its for a number of things, sometimes he does a nice gesture to friends and removes the bad energy before letting it return.
Other times if he's feeling more malice due too the other personality. He would eat souls and add them to his own life span merging the soul in a way that gives him more time to live then any most dragon already does usually this only ever occurs to those that wronged him So friends a safe.
And other times which is usually the outcome he would eat souls only too let them move on like a reaper coming too guide you away.
