from what I can see, pokemon that can evolve VERY early are either bug types (not Volcarona), stone evolution pokemon like Eevee, and Growlithe, or friendship/affection evolution. So those could be exceptions of having smaller bodies/ sexual desire compared to when they reached the adult "level" or having lower adult age (for bug types due to their short life span).
