Remember the first way to be good at something, is to admit you suck at something.
And Nigel's attitude and personality right now, really do suck, and I guess it's going to continue this way until he screws up so royally, that he has to take accountability for his actions.
Don't know what exactly he's going to do, but I can't see it ending well for Nigel.
I can only assume this to be first of his many screw ups that make things worse for him, and his inability to accept accountability for his actions.

Dont forget the history behind Nigel and why he is so angry about Luna.
His parents drilled him to be a Guardian. They always told him "You WILL become a Guardian one day! You WILL make us proud. You WILL... You WILL... You Will..." and as he wasnt chosen by the Tree for whatever reason, they dropped him like a glowing piece of coal.
From that day on they saw him as a failure. But it wasnt his fault. And then came his little brother who experienced EXACTLY the same drill, and guess what? It worked! For some reason it worked.
And this caused Nigel to think its all the Tree's fault, and he doesnt hesitate to say that what is kind of understandable. But the true fault lies on his parents for "forcing" him to hit THEIR high leveled expectations what only could have gone wrong.

That's the strange thing about Nigel, Toby succeeded, but he failed despite being raised exactly the same way. So we can only assume, that he lacked something that Toby had, or needed to be brought up differently, in order to get their desired result.
The parents suck for dropping him like yesterday's trash once he failed, and then essentially disowning him, once he blew up from the negative treatment.
But what I find interesting, is all this time, he still thinks he deserves to be a Guardian as well as being better than them all, yet badmouths them at every opportunity. But the real kicker for me is, before Nigel's life took a complete 180, Luna asked him, to find the answer as to why he wants to be a Guardian, for him to be ready, and I'm willing to bet he still can't answer that question, despite all these year passing.
While it sucks that Nigel went through some unfortunate events, in part thanks to his parents, I think his biggest issue, is he's stuck in the past. He seems to always be thinking of what he should have gotten, what should have happened, what he deserves, past choices that were made, and seems to blame his actions and further misfortunes on others, rather than taking accountability for the actions that he himself made. His life is already at rock bottom, and whatever he does to make his life go even lower, he's likely to blame on someone else.
As for what Nigel is about to do. Well whatever is, I think he's going to fail, I think it's going to backfire, and I also don't think he's going to become a Knight either, at present he just has too many issues that need be resolved before he can even think of become a guardian let alone a knight.

We weren't really given an exact reason, but regardless, what we do know is that it likely has something to do with Nigel as an individual, otherwise Toby would have met the same fate. Which leads me to believe, that although Toby was raised in a similar way to Nigel, deep down I believe he's a decent individual, for the Tree to deem him worthy. Of course we have to see him more, as we've only seen him once as an adult, but I don't think he's like his parents.
I wonder if it worked for Toby because up until Nigel was denied by Luna, he was relatively ignored by their parents. So he didn't have the same outside pressure driving his desire to be a guardian, and since he had his own desire to be a guardian was accepted.
My backup theory is that Luna foresaw that Nigel The Outsider would have a better chance of defeating chaos than Nigel Just Another Guardian, so she kept him out of the group.

I think it worked for Toby, caused he doesn't have the internal flaws that are present within Nigel, that or unlike Nigel, he wasn't doing for the validation of his parents, but himself. No matter how one looks it, Toby clearly has something that Nigel didn't, and whatever that factor was, it was vital enough, that lacking it was difference between Toby succeeding and Nigel failing.
It's seen that Nigel has stealth skills, even if it's at a basic level; that's still a good thing. In general, not only the background in each one of the panels is very well done, but also I must say that this is awesome, (kinda) adorable and (very) funny; amazing page and amazing work. XD
Ah, so THAT'S how Nigel will get into this. He will probably try to steal the scarves but because they are meant for the Knights it probably means he needs to become one too.
Well, actually that's better than he was supposed to be. Didnt became a Guardian, but became a Knight instead.
I can actually see kick his parents door up and yell: "Feast your eyes on your son who became not a Guardian, he became a Knight! And apologize for not believing in me as i wasnt choosen!"
And yeah, "We know our job, sir."... Well, famous last words my friend!

I have a feeling that the Tree will be expecting Nigel to show up. If he and Tristan (another common thief whoβs now currently locked up by Toby) are among the chosen knights in her vision then she may very well have foreseen him coming here. I mean he hardly would have accepted an invitation from her.
