This is the voodoo kook who turned Gator Pete into a humanoid alligator to serve him, but he ended up betraying in the end, Voodoo Vulture. I didn't want him to be similar to Dr. Facilier from "Princess and the Frog," so I came up with a more unique look for him by giving him a vulture skull motif, as well as feathers on his arms. I quite like this look, myself.

Johann Fou was born in a poor village in Haiti, where the villagers barely got by on just two dollars a day. He and his family had to get through the day scrounging for food, living off whatever they could get a hold of, and all the time, the government of Haiti would often look down upon them, treating them as if they were rats going through the garbage. Desperate to get what he and his village rightfully deserve, Johann turned to a local medicine man for help, and he was able to teach him about the mystic arts. After many years of training, Johann was able to use his magic to supply his village with all the necessary food and supplies they could ever need, and he was made into the village's shaman and protector, always willing to help out whenever there's danger in the village.
However, as time went on, Johann started to see the darker side of the mystic arts, and since he never forgot how the Haitian government treated him and his village, his connection with it became stronger. One day, he went to the Haitian capital of Port-au-Prince to attack the president, and he was nearly successful in killing him if people from his village hadn't interfered. He was then banished to Florida as punishment for his crimes, and Johann fled to the Everglades, where he made a ramshackle old shack as his lair where he continued to practice his dark arts. While there, he tried using his magic on some of the animals, hoping to make them his obedient servants, but he kept coming up short each time. He tried to do this on an alligator found in the Everglades named Pete, turning him into an anthropomorphic alligator, but he saw his evil intentions, and beat him up with his newly formed brute strength. Pete then escaped, and Johann became very bitter about the whole thing. But there was one day in his exile that would change his whole life forever.
Sometime after Pete escaped his grasp, Johann managed to perfect his dark arts, being able to summon the undead to do his bidding, ranging from basic human skeletons to animal skeletons, mostly vultures. He then adopted a brand-new vulture motif by wearing a vulture skull for a mask as well as feathers on his arms, dubbing himself as the Voodoo Vulture, and he vowed to use his magic powers to get revenge on the human race for wronging him. His first attempt at getting back at everyone was to turn everyone in Florida into human vulture hybrids to match his motif, which somehow got the attention of the American Eagle and Arrowhead, who were just conceptualizing Heroes, Ltd. at the time. With help from Pete, now going by the name of Gator Pete, the heroes were able to find his lair, and they were able to thwart his plans. Voodoo Vulture was then arrested for his crimes, but thanks to his voodoo skills, he was able to escape, and went on the run in Florida for a while.
While on the run, he came across the VillainCo building, believing that it would be a good place for him to lay low, and continue practicing his magic skills. He set up shop in an empty office in the building, but he was eventually found by Brother Grimskull, who recognized him from the headlines when he was arrested for his previous crime. He admitted that he was impressed with Voodoo Vulture's attempt to turn everyone into human vulture hybrids, and he offered him a job at VillainCo to become a real menace to society. After asking that he'll keep the office, Voodoo Vulture agreed to join the organization, and he started becoming a much bigger threat than he originally was. He then heard that Gator Pete, the reptile that thwarted his schemes from before, has become a founding member of Heroes, Ltd., and he became even more determined to stop the heroes of that company and help VillainCo take over the world, even if everyone pokes fun at him for his short size.

-Disguises are clever enough to fool anyone, even himself
-Very efficient pickpocket
-Loyalty to VillainCo is strong
-Charismatic enough to get others to do his bidding

-Short stature makes it hard for anyone to take him seriously
-Doesn't know many fighting skills, often relying on magic to fight
-Very low self-esteem due to being picked on for his size
-Can't take high damage due to low endurance
-Not very mobile, mainly relying on teleportation spells to make a clean getaway
-Short size makes it difficult for him to be noticed, even by his own peers
-Magic spells have a tendency to backfire on him
