What if a regional variant of a pokemon was another regions starter pokemon?
Here I show you a pure grass starter: Helioptile, who evolves into Heliolisk, and then into a new pokemon I call "Baskilisk" :3>
Please ignore the fact that Baskilisk is accidentally a rip off of all the other grass pokemon I was thinking of, but it was a nice challenge to do.

Hey, this is kind of what I did for my region, Zavora. Except the starters were more like Legends Arceus, but for the entire line; regional variants of Pokémon that are already a starter elsewhere, but not in the same combination they are in Zavora (which is Totodile, Snivy, and Fuecoco).
that actualy makes some sense, and the design is pretty cool, i totaly see that working out, aside from the games, in the anime, starter pokemon do exist in the wild so i would have to imagine any pokemon with 3 forms, that isnt incredibly powerfull and generaly friendly would work for a starter
