Bored off my ass, and decided to slap around that damn wallaby

Pretty sure birth control pills pre-date 2003 by at least a decade (and probably longer than that), given pill-based contraceptives were used in an episode of Married...With Children, which started and ended well before that date.
Granted, those might not have been chewable ones - though that's how they were used in the episode they were brought up in, but given the show itself is comedy-based, that could've just been a gag.

"The Pill" goes all the way back to the 1960s, at least. But they weren't chewable tablets, they were just plain old "swallow with a cup of water" pills. The chewable variety was indeed developed in 2003, as an alternative for women who find it difficult to swallow regular pills or wanted a more discreet option they could carry around with them.
The Married With Children bit was definitely just a gag; at the time that episode was made, the only contraceptive pills available were the "swallow with water" type. But the gag of some other person in the household mistaking a spouse's / sibling's / girlfriend's / etc. birth-control pills for something else is a joke that probably goes back to about 10 minutes after birth-control pills were invented.
