Some of it is just applying filters in my art program (blurs, exclusion layers, the works), but a lot of the heavy lifting is done with a program called ntscQT: https://0hz.ru/ntscqt/
I'm still experimenting with other techniques to make this style look even more authentic, too! But I always finish it off by running it through ntscQT haha
