So this is all a bit of transforamtion-ish? ... content, although the human here is heavily influenced by the appearance of the Pied Piper in the 'Dipsy Doodle' story from Frisky Fables #1, that you can see from https://comicbookplus.com/?dlid=38452 page 4 et seq. That artist's uncredited (The 'JCA' in the title panel was a house signature).
