This was based on some RP and story stuff that happened among friends long ago. For those who don't know. Watch is what's considered a Zero.
Zeroes are people who have no legal documents or records that prove their existance. No medical records, no birth certificate, no social security number. NOTHING.
On paper it sounds cool, you're the guy no one can find or even track, but there's more to it that that.
1. NO ONE just becomes a zero. If you are born in a hospital, then you have a birth certificate. If you have gone to a hospital, you have medical records. So becoming a zero requires you/your character to not be born in a hospital and to have NEVER been taken to a hospital. You also cannot be caught by authorities for any reason. Then you have a criminal record. This is what makes it hard to become and stay a zero.
2. Being a zero also means you cannot legally own anything, all things owned like a house or a weapon or even a car often requires paperwork to prove you own the thing. How can something be owned by someone that doesn't exist.
3. If you can't prove you exist with any citizenship you're technically an illegal alien no matter where you go. You have no rights, and so you could be arrested for nearly any reason. Because of this, most, if not all, zeroes are automatically criminals on the run. To make matters worse, zeroes have no country to be "Sent back to," So they are often just killed after taken through court. On the other hand though, if you have no rights, why bother following any laws?

These are the things to consider with your character if you want them to be a zero. So many zeroes would do anything to escape that life and become a regular person in a country they love, but there's also those who embrace this life and will so flip the middle finger to the world as it has done to them. Then there's those in between, like Watch, those who would love the easy life as a regular person, but they will simply roll with the bad hand they are dealt with.
