A good job on an extension of the character, and some nice linework on the hair and outfit in particular. The winking eye seems a little unnatural, but that's a tricky part about Sonic artwork anyway. I think I've even seen official artwork (or at least in the comic) do it like that before.
It's fun you noticed the "symbolic" lashes. I hesitated on that, but then I thought it would look kind of old school. They didn't bother to make them realistic back then and I kind of like that.
