I'm leaning towards the latter, honestly.

There's no shortage of genetic disorders that cause deficiencies which one might induce by triggering the mutation involved.

Heck, one could probably induce diabetes and make them dependent on insulin.

Causing diabetes would probably be among the easiest diseases to cause artificially. I mean you could give yourself diabetes right now if you eat nothing but sugar so...

Harley's already demonstrated that he's got more principles than the bubbleheads. Getting me curious about his real identity, but if that's going to be a plot point at all, it would likely be much later on.

One of the technologies in "Sid Meier's Alpha Centauri", which is about near-singularity human development, was called "Gene Jacks" and provided cities with genetically specialized, obedient workforce, and the description for that technology mentioned the use of retroviruses, too.
