Consortium 1-5: The Black Guilds- Chapter 2
One of the things that is a bit iffy about this future is that in some regards assassination is legal, sort of. Black Guilds are assassin guilds that have a pseudo-legal state. But they have a ton of rules they have to abide by. First they do when they reach the location of their target is to report themselves to the person in charge of security. They must then make contact with their target and give a letter of intent. They must then leave the immediate area and wait a period of at least one day so that their victim could make amends or put their life in order. After which, their client can say what action they are wanted to do, be it scare, maim, or kill or just back off completely. Guardians/Security may only interfere if they have conclusive proof that the goal is to kill at this last step, but only if they interfere before it is carried out. Until then, they are a legal organization and must be assisted to make sure everything flows smoothly.
As for the Oracle engine, it's something I've played around with a few times. It's a combination of a philosophy of "if you can figure out where a single particle is at any time, to know the exact equation for that one particle, you can tell the future" and "if you have enough points of data, any line can be approximated with relative accuracy." Not as accurate as actual time travel, but it approximates the future based on knowing as many data points about a single particle.
Course I'll let you all decide in the grand scheme of things, which of these two will have a larger impact on the story at large.
