A ref sheet done by  v-i-e a long time ago. I've been neglecting to upload a lot of things I've commissioned so here's a start.

Vera grew up with her twin sister Tera as orphans, living in the more poverty stricken areas of the bunker city when the surface above became uninhabitable due to the war. With her twin sister at her side they survived until eventually ending up in the custody of the government-run orphanages.

The old government itself was overthrown from a revolution. The old ways no longer working to support the population in the new apocalyptic conditions. Many of those in power either stepped down or were violently removed from office. The revolution cost many lives leaving the bunker's military rather weakened. With no new recruits joining from the general population the new government turned to other means of recruitment.

One of the methods the new government looked to was utilizing the orphanages. Training the youth and indoctrinating them to ensure loyalty and help prevent another revolution from happening through the OTP or Orphan Training Program.

Vera and a few others including her twin sister never truly fell for the propaganda. However knowing that a fate in the toxic fog on the surface or just disappearing awaited those who did not follow forced them to grudgingly obey and keep their views silent.

Vera has worked in the government's Department of Internal Affairs to ensure any would-be revolution or uprising never happens alongside her sister. The twins have gained an intimidating reputation. Vera being noted to be an effective interrogator and an excellent tracker to hunt down those who believe they will find safety in the toxic fog on the surface. Her sister making other noteworthy accomplishments.

Discovery of untainted land and little to no danger of revolts at the bunker have since caused Vera and Tera to be deployed for expeditions to scout out the new lands and to put down or hinder any threat if one shows up.
