Both make sense based on context.
Pay getting off: You have time to get exact change out without holding up the bus in traffic.
Pay getting on: Makes sure people don't try to get a free ride.
So it really comes down to how traffic heavy a place is and how trust worthy the regular riders are.

In my city, there's two types of busses. In municipal ones you pay at the entrance, in commercial ones everyone pays at the exit (in some of which there is a piece of paper with text "payment at the entrance" and the speakers at each stop are playing "Уважаемые пассажиры, <...> просим оплачивать проезд при входе в автобус <...>").
I think, it's mostly depends on how bus workers are used to get paid. I tryed to pay in getting on in the commercial ones (as the speakers say), but they just forget that you have payed when you getting off :D.

It reminded me of the never-used tickets on the little buses. They're just nailed to the wall, there's a "take a ticket" sign hanging there, but absolutely no one ever takes these tickets, because the driver already remembers everyone xD There were even scuffles when the driver knew for sure that someone did not pay and he said that no one would go anywhere until they found someone who decided to go for free. Circus.
I feel like the set up of this joke fell flat.
Okay, so, the reveal of "Oh she's the one DRIVING the bus, that's the joke!" so I get that part. Unless the joke is that she's bad at her job? Which according to the picture, she is, but... Yeah, the joke didn't really land.
Did she fall asleep at the stop? If so, then why wake her up at all? You could say "To be polite", but the person waking her says "It's YOUR stop" but if she's the bus driver, it wouldn't be "her" stop.
It appears the bus is also not in motion? I could be wrong, but I get that impression. So, once again, how can her stop be missed if the bus isn't in motion? I looked at it again, and it's definitely not in motion. The unseen character isn't reacting to that so I think it's a safe assumption to make they're not moving.
I think if you wanted the joke to land, it should say "Uhh... Miss? Aren't you going to drive the bus?" or something -like- that. Then the punchline is funnier.
I think the set up for the joke failed, but it could have worked. I still think it's amusing, though. Not saying it's bad. Just has a set up that doesn't work.

"I want to die peacefully in my sleep like my grandfather, not screaming in terror like his passengers."
Payment of bus fares on the way out? I've never experienced that for cash fares. The closest I've ever got to that is the "tag on, tag off" Snapper payment cards we use on buses and trains in Wellington.
