Beast heads only learn the absolute basics of their spliced genes. Usually not much point in them learning much about it, their metabolism/behavior is too altered to have much in common with their animal relatives.
And if you're wondering, yes intelligent animals are a thing that can be done. Talking pets aren't even that unusual. Turns out it's not the best idea to make animals *too* intelligent tho... the words Animal Farm ring any bells? You don't want wild animals with human intelligence setting fire to colonies. So wildlife tends to be left alone. Only pets & animals bred for specific purposes get equipped with heigtened intelligence.
