Yes, but... The whole beginning seems to have the "rushing to save the world" feeling, along with Hugo leaving an impression that the whole bombing could have been avoided if people cooperated with them just a little bit more. Add to that the fact you are heavily implying that the party responsible for the attack holds our heroes in contempt (and very clearly took the power into their own hands) and, in my humble opinion, a little bit of Us vs. Them mentality should have kicked in in Hugo.
Ah, no. Well... Hmm. I hadn't considdered that particular view of events. I'll have to engage in some damage control.
On the Us vs Them thing... Winston Churchill was a great man who led my nation through a dark and terrible time, and arguably more than any other person sowed the seeds of Nazi Germay's ultimate defeat. He was also a bigoted racist, and sexist, and a drunkard, and while he respected the working class he had no desire to see them elevated for their hard work.
It wasn't that he was a bad man, he just didn't know any better. This is pretty much Victor's attitude; that the problem is a simple lack of education, and that everyone will come around once the facts are presented. He's wrong of course, and this is where character development kicks in...
