It was by no means a universally popular decision. But you don't kill a million people with machettes by accident. Nor do you undermine international efforts to oppose said genocide by accident. By the standards of Henge Federation (of which New Folkestone is/was/will be a member) you don't do these things and expect to get away with it. The *preferred* outcome was that the messenger probe had gotten to Earth six months ago, and Earth would have been able to use the knowledge inside to *halt* the genocide. But that didn't happen. This was the least bad alternative.
Besides which, as an author it's always nice to have a nice big example of why this isn't some silly wish fulfilment utopia. :P
PS: If by some chance you have a detailed knowledge of Rwanda at this time, some of the dates have been fiddled with. In this timeline, there were no UN troops deployed in the area when the bomb went off.
