Philip used to work as a rescue swimmer. His old captain called him back to volunteer for a community event and the Seal-taur was eager to come back. It looks like he's grown a bit big for his old uniform, most of those belts are buckled on their last notches, and even then the straps are snug against Philip's blubber.
