That was mentioned on p. 741. Jinjur had her security patrols harass Jade's bordello, and Jinjur thinks Jade is far beneath her socially, despite Jade being a Maharani (queen) in her own country. Now Jinjur and Jade are to be equals, and Jade is going to give Jinjur a piece of her mind for her abhorrent behavior towards everybody.

Kind of noticed that, even with all of her authority, Jinjur's rank didn't stop people of lower rank from standing up to her. It's clear that the hierarchy is more custom than a rule.
