Bahamut is a demi god esque being created by twelve dragons fusing their minds and transgering them into a new body created by magic means. This was done to have someone who can create, maintain and control a save sanctuary of sorts where dragons can spend their dying years without being bothered by humans. Dragons in this world have the annoying tendency to fall into a coma of sorts for the last hundred odd years of their life, a phase during which they tend to be found by humans which would have caused great issues during the 20th and 21st century.
They ended up settling on creating a floating, magical sky island with a few caves on it for the dragons that feel the final years of their life approaching to retreat into. Thanks to dragonkinds population being quite low for the most part, only about 200-300 individuals, the save haven did not need to be too big.
