This is the Head of Team Rubber Rocket, Rubber Mewtwo, he is also the 1st Rubber Rocket to ever be created and was originally Dr. Fuji who was hired by Giovanni to created Mewtwo during the events of the 1st Pokémon Movie.

PLEASE READ BELOW FOR RUBBER MEWTWO’S BACKSTORY, THE FOUNDING OF TEAM RUBBER ROCKET, AND THE SECRET BEHIND HIS MYSTERIOUS TOGEPI STAFF:

Originally Mewtwo was supposed to be have been cloned from a Mew fossil, but instead here, the fossil wasn’t able to successfully used, and desperate to continue receiving funds from Giovanni, as Dr. Fuji was experimenting with cloning in hopes of bringing his dead daughter Amber back to life. In sheer desperation, Dr. Fuji went into a radically different direction and decided to try creating a Mewtwo from a synthetic space-age rubber like polymer and nanite microscopic robot technology and was very close to successfully creating an artificial Mewtwo. But of course, Giovanni found out and was furious he was getting what he referred to as a “synthetic knockoff”, and personally went to shut down to project and cut the funding.

Of course Dr. Fuji begged him to reconsider and promised him it would just as good if not better than a real Mewtwo, but of course this feel onto deaf ears, and Giovanni moved to press the button that would terminate the synethetic Mewtwo before it could finish developing and in sheer desperation, Dr. Fuji pounced on Giovanni to stop him from destroying his work and losing the funds to help save his daughter.

A struggle ensued and Giovanni knocked Dr. Fuji into the glass tubing containing the synthetic Mewtwo, the Rubber Mewtwo’s container cracked open and it began to dissolve and the liquified synthetic Mewtwo began coating Dr. Fuji. The professor struggled to get it off of him but it was too late and he was soon completely engulfed in his creation. Giovanni stared at the pile of sludge for a moment and sneered cruelly, thinking he had successfully eradicated both his failed worker and experiment, but suddenly the pile of goop began to stir and take shape, and Giovanni could only stares in awe as it took on new life and form, become the first artificial Rubber Pokémon lifeform with human core, Rubber Mewtwo.

The newly created Rubber Mewtwo couldn’t remember being Dr. Fuji (most Rubber Rockets lose their original identities after being tfed) and Giovanni easily took advantage of this, promising to help him recover his lost memories in exchange for his services.

Like in the original movie, Giovanni essentially used Rubber Mewtwo as his slave and ultimate weapon, but of course Rubber Mewtwo grew more and more disobedient until he demanded that Giovanni help restore his lost memories or face annihilation, but of course Giovanni, rather than ever show any sign of weakness, pulled out a small data storage device that he claimed had all the information from that site pertaining to Rubber Mewtwo’s original identity, and then right in front of him proceeded to destroy it without any trace of remorse or mercy.

In a moment of sheer rage, Rubber Mewtwo grabbed Giovanni and was about to choke the very life out of him, but as of driven by some mad new impulse, somehow began excreting some of his Rubber Rocket goop and as if moving with a life of its own, began to rapid coat Giovanni’s entire body.

Of course, Giovanni struggled to break free of both the substance enveloping him as well as Rubber Mewtwo’s grip, but it was too strong. Rubber Mewtwo then began molding and sculpting the weak pathetic Rubber encased human before him like clay, compressing him smaller and smaller until all that was left of the former all mighty boss of Team Rocket, was a tiny Rubber Rocket Togepi, his mind ironically very much still Giovanni’s, but his body almost completely helpless.

And so Rubber Mewtwo took over and transformed Team Rocket into the current Team Rubber Rocket organization it is now, Rubber Togepi Giovanni is constantky affixed to Rubber Mewtwo’s staff as his pet/prisoner, though it’s believed he’s just bidding his time, wait for the right moment to exact his revenge and retake his team.

Rubber Mewtwo’s goal is to take over the world and make everyone a Rubber Anthro Pokemon like him because deep down he feels he was robbed of his humanity and now he wants everyone to suffer his fate, though it’s implied that even deeper down, his retained love for his daughter might be the key to his salvation.
