This is an old OLD ref that I never uploaded here for some reason :O. I remember I was so proud of this ref when I first did it, but now that I look at it it's apparent he's in desperate need of some anatomical tweaking.
I guess I could say some quick stuff about him. His personality is quiet, reclusive, and observant. He is huge, about 15 feet at the shoulder, which is average for his species, the Ebwin. Ebwins are running and swimming dragons, they don't have wings and they hold their breath underwater. The species has often been mistaken for the Lochness Monster. Each individual has spots on their body, and the dragon releases electrical impulses to make them glow bioluminescent-like :3. They're used to identify each other when they're at the pitch-black bottom of the ocean. The feet are not webbed, because they're not used in swimming. He propels himself through the water almost like a snake (with the tail as the main motor, obviously), and the limbs are tucked in close to the body to minimize resistance. The streamers on the head and butt are used for steering as he swims. They're a special type of flat muscle that becomes rigid when met with electricity, and he uses that to control his turning. On land, the streamers are practically like paper and flutter in the wind.

(I just looked at your floaties, and to be honest I never would have made that connection. The bodies are completely different, as are the heads. I can kinda see what you mean with the tail, but mine is flat and yours appear to have width. Besides, I posted this picture on my dA in 2008 :p.)
