I asked a mystery person what three animals they'd want to see mixed together into one, and they replied "Jellyfish, Dragonfly, Zebra".
So... This is what I envisioned such a beast to look like.

It would be more at home in the water and is an agile floater/swimmer, yet it is able to hover in the air for very limited periods of time to escape dangers in the water. It can also crawl on land, but this is the riskiest means of travel as it has difficulty supporting it's own weight on land and moves much like a sloth would, as well as being outside of the water for prolonged periods causes it's tentacles to dry out or rip off.
It's able to sense light, shapes, and depth from it's large eyes. It's tail usually acts as a defense; it is able to use bio luminescence to glow and encourage predators to bite the backend rather than the front. A useful tactic considering it's tail, wings, and smaller tentacles can regenerate.
It uses it's head mainly for defense. It can bite with strong jaws or slice with barbed tongue. It can also bite prey into smaller pieces to allow faster digestion.
In the water, the wings spread out and act like sails, picking up currents and allowing the animal directional travel. The legs do nothing but dangle. It's head and neck are the heaviest individual parts of the animal, and so when airborne or underwater it is always dipped at an angle, head lower than it's body. This is to conserve energy, though it's head can be raised for attacking, defending, and better dynamics when gliding through the water.
They lay eggs, but the eggs hatch very early and the young look like horse fetuses with tentacles, lacking the main dragonfly appendages until older. Their only means of protection until fully developed are it's stinging tentacles.
Their size depends on their region; Colder climates yield smaller fish, who ironically embrace colder temperatures and descend to the icy depths of the oceans to live. Warmer climates can cause the fish to grow anywhere from the size of a house cat to the size of a horse.
