in america at least, most rental contracts specify the number of people to be living in the place, set at the time they are drawn up. if you have a roommate when you make it, the rent usually doesn't change from the offer, but bringing someone in full time pretty much means you have to renegotiate/update your contract, and invariably means the renter will raise the cost.
this is supported largely by laws and court rulings meant to prevent squatter situations and overcrowding. (so that someone doesn't rent a one person apartment and then move in a whole 6+ person family, for example)
it is pretty unfair, and there has been a lot of efforts at reform and establishing renters rights, but the legal situation in america is so heavily skewed in favor of the business owner that it has been a major uphill battle to get minimal protections. and those keep getting undercut.

This is also because the landlord's home insurance can increase along with increased occupancy, and it's a liability issue to have someone living full time on the property who isn't legally bound in the lease; you can't talk to them about the property, they can't contact the landlord about the property, they usually can't be issued keys or parking stuff, and they can't be pursued as easily for damage they cause to the apartment.
And, frankly, it's an additional person's-worth of wear and tear on the property.

Because rent normally is set on how many people are living in an apartment. The rental agreement also has a clause for how long guests may stay without being considered residents. Once a guest is reclassified as a resident, the rent goes up according to how much the extra number of people would normally be charged for rent, i.e. one person pays $500.00 a month, two people may have to pay $750.00 to $1,000.00 a month.
It's not always a set thing. As with many things it varies with where you are.
All the apartments I have had the rules state that short term guest were allowed but no long term. I think it was a couple of weeks at most.

Every time i am thinking. Man really would like me some freedom i should go live in america i am reminded "oh yeah! goooooo fuck your self." This whole someone living with you thing now your rent is higher is something that would never fly in Canada that contract would be void the second it got to the courts.
We're not especially free here compared to the rest of the free world, we just yell the loudest about how free we are. The social democracies of Europe are arguably much freer, even taking into account that you can't own guns there with the capacity to exterminate an entire kindergarten in 30 seconds.
